Explanation on Why Our Factory Currently Does Not Pursue E-mark Certification

Dear colleagues, customers, and partners,
Recently, some of you have asked: why doesn’t our factory obtain E-mark certification? I would like to provide a clear and honest explanation.
First and foremost – market applicability.
E-mark certification is a mandatory requirement set by the UNECE for vehicle components entering the EU, the European Economic Area, and some mutual-recognition countries. However, our current primary markets are [e.g., China, North America, Southeast Asia, the Middle East]. In these regions, E-mark is not a legal requirement. Even if we spent tens of thousands of dollars and several months to obtain the certificate, it would have no legal effect on customs clearance, sales, or vehicle registration in those markets.
Second-cost versus commercial value.
For an ordinary component, E-mark certification — including sample testing, documentation, and annual maintenance — typically costs RMB 80,000 to 200,000 (approx. USD 12,000–28,000), and must be conducted through EU-recognized labs or authorized representatives. If the annual export value of that product to Europe is well below RMB 500,000, the certification cost alone would make the product unprofitable. As a responsible supplier, we do not want to spread such unnecessary costs across all domestic customers, which would only raise prices without adding real value.
Third- existing certifications already meet current business needs.
Our factory currently holds certifications such as [e.g., ISO 9001, CCC, TS16949, or customer-specific test reports]. These fully support customs clearance, bidding, and quality verification for over 95% of our orders. Adding an unnecessary, high-cost certification provides no incremental business benefit at this stage.
Finally – not doing E-mark without real business volume does NOT mean we reject the European market.
If a customer has a confirmed order requiring entry into an E-mark mutual-recognition country, and provides the specific regulation number (e.g., ECE R90, E1;E11;), we are very willing to cooperate on a per-order, cost-shared basis — with certification costs, timeline, and responsibilities clearly agreed in writing beforehand. We would then pursue E-mark for that specific part number in the most efficient way, rather than pre-loading the heavy compliance burden on all products without any actual European order.
So to summarize: It’s not that we cannot do E-mark; it’s that we will not do it for no actual business. Once real business is on the table, we will start the process immediately.
